Electronic Identity Card (CIE)

The Electronic Identity Card (eID Card) is not just an identification document: it is the digital key that allows secure access to the main portals of the Public Administration, such as INPS, INAIL, Electronic Health Record, municipal services and much more.

Required Documents

  • Completed application form

  • Recent biometric photo (35×45 mm format, white background)

  • Previous identity document (card or passport) or a report of loss/theft

  • Tax code

  • Payment for the card, plus any possible administrative fees (vary by municipality)

Procedure at the Municipality

  • Booking the appointment on the municipality's website or through the ministerial portal

  • Fingerprint scanning

  • Delivery of a receipt containing half of the PIN and PUK codes for digital access

  • Delivery of the eID Card to your home within 10–20 working days with the second part of the PIN/PUK codes
    📖 Reference: D.L. 78/2015 – Normattiva

Request from abroad (AIRE)

Italian citizens registered with the AIRE can also request the eID Card at authorized embassies and consulates.

  • The procedure is similar to that in Italy: you need to bring a biometric photo, old document or loss report, tax code, and payment of fees.

  • Fingerprint scans are also taken abroad and the first part of the PIN/PUK codes is delivered.

  • The card is produced in Italy and sent to the foreign applicant's address.

  • The CIE issued abroad allows access, as in Italy, to the digital portals of the Public Administration, for example to check the pension status or INPS online services.

How to activate it

The CIE must be activated at level 2 (CIE ID) to access online services.

With the app, you access government websites by scanning the QR Code and confirming with your fingerprint or biometric recognition.

Why it is useful

  • It avoids paperwork and time loss at the counters

  • All procedures become faster and safer, with legal value

  • It is a personal, secure tool recognized by the State

  • It is also available for Italians living abroad registered with AIRE
