Entering Italy without a job is a common situation and can have various causes: reintegration difficulties, health reasons (such as a heart attack or stroke), transfers from abroad or return from AIRE.

In these cases it is important to officially communicate your condition to the Italian State, so as to be able to access assistance, protections, and work support programs provided by law.


Who is considered unemployed

According to Italian legislation (art. 19 D.Lgs. 150/2015):

  • Someone is considered unemployed if they do not perform any work activity.

  • They must not receive a work income exceeding the thresholds set by law.

  • Any foreign pensions or annuities must be declared: those who receive them cannot be considered unemployed.


First step: the DID (Declaration of Immediate Availability for Work)

The DID is the document used to officially declare that you are available to work.

  • It is filled out online on the regional employment portal (each region has its own).

  • Access is granted via CIE, SPID or CNS.

  • The DID is active immediately: as soon as it is completed, you are registered as unemployed seeking work.

Second step: appointment at the Employment Centre

After submitting the DID online:

  • During the interview, a personal profile is created and you are placed on the placement lists.

Those registered as unemployed at the Employment Center and with an active DID can request the E02 exemption from paying health tickets.

  • Being unemployed and registered at the Employment Center;

  • Having a family income below the thresholds set by the Ministry of Health;

  • Being residents in Italy (or AIRE registered returning residents).

How to apply:

  • Submit a self-declaration to the competent ASL/USL;

  • In some regions, the recognition is automatic;

  • With the code E02 on the electronic health booklet, you no longer pay tickets for visits and tests.
