The PEC (Certified Electronic Mail) is a fundamental tool: it has the same legal value as a registered letter with a return receipt, but without waiting times.

When interacting with offices and bureaucracy, PEC obliges the official to pay more attention: every response received via PEC can also be used in legal proceedings.

Some municipalities offer a free PEC mailbox to their residents, but not always make it obvious. It's worth asking the registry office or carefully checking the municipality's official website: often the information is hidden among the pages. Today, thanks to search tools and AI, it's easier to find it.

It doesn't cost much to activate a private PEC, but the question is legitimate: why pay a service that is already partially funded by taxes?

📌 Attention:

• Normal emails do not have legal value. From my experience, it was precisely the communications via non-certified email that made me lose more time: promises of responses that never arrived and no legal tool to protect myself.

• Phone calls should also be avoided for official matters: they remain just casual conversations, useful only if you find a friendly and available interlocutor.

PEC is exactly for this: turning requests into official acts, with precise response times (usually 30 days).

If the authority does not respond, in some cases the silence-consent applies, in others you can still prove the non-compliance and assert your rights. With PEC, you have concrete tools in hand to legally intervene.
